Morena Reservoir Project Alternatives Analysis

The City of San Diego Public Works Department proposed the Morena Reservoir Outlet Tower and Parapet Wall Project to address requirements of the State of California Department of Water Resources – Division of Safety of Dams for the existing Morena Reservoir in the County of San Diego, California. The dam and its associated features were constructed over the span of the twenty years between 1896 and 1916, with subsequent alterations through 1946. The reservoir features a dam, spillway, and outlet tower. IS Architecture and DUDEK drafted an historic resources alternatives analysis to facilitate National Historic Preservation Act (NHPA) Section 106 review by the State Historic Preservation Office (SHPO). It was also used in the development of an environmental document by the City of San Diego pursuant to the California Environmental Quality Act (CEQA). The document evaluated alternative project scopes and evaluated the potential change in cost, functionality, feasibility, and impact to historic resources compared to the base project.
